Timor-Leste

Main strategic objectives of the work developed by ACTION/Portugal in Timor-Leste:

  • Extension of non-contributory social security measures, including:
    • Implementation of the National Strategy for Social Protection.
    • Institutional capacity building for the development of a more integrated and efficient Social Protection system.
    • Creation of new non-contributory social protection measures, and reformulation of existing measures.
    • Improving the regularity and reliability of the delivery/payment of social benefits.
  • Developing and strengthening the Contributory Social Security System:
    • Development of mechanisms for supervision and technical cooperation between operations at national and local levels.
    • Stabilizing and strengthening the registration processes of the contributory social security system and the internal procedures of the contributory social security system.

National Policies – Strategic Development Plan 2011-2030:

The SDP is consistent with priority 1 (Promotion of Employment and Social Protection) of the Decent Work Programme (DWP) for Timor-Leste for the period 2016-2020, as well as with the UNDAF.

In particular, the project will contribute to the PTD outcome 1.3 (Strengthen the Social Protection System in Timor-Leste) and its indicators 1.3.1 (Development of pension scheme for private sector workers.), 1.3.2 (National Assessment-Based Dialogue in line with the fundamental principles of non-discrimination and gender equality) and 1.3.3 (National Social Protection Strategy is aligned with international labour law and promotes gender equality and non-discrimination).
